I asked one of the show's creators, Edward Kay, what the deal was with Heloise years ago. She has no confirmed backstory, and the scar was merely an aesthetic choice for the character's design by co-creator Sean Scott.

I've never found any concept art of Beezy. I've been told he didn't even exist in the original pilot episode, of which I have a couple of stills taken from it. He seems to have been added later when developing the full series.

I guess I may as well recall what I've been told about the pilot episode since we don't get threads about this cartoon very often. Though it's important to note, I don't actually know the person who told me this story, and when I asked Edward Kay about it he was unable to answer much regarding the pilot episode because of an NDA he signed. On top of that, this was from 8 or 9 years ago, so it's not fresh in my memory. Though he never denied any of it either. So take this as a grain of salt if you like.

In the original premise for the show, Jimmy was always a happy and helpful boy. While assisting an old lady cross the street, a bus runs him over and he dies. Instead of getting in to Heaven, a clerical error results in him being sent to Hell by mistake.

As for the actual pilot episode: To make everybody down there miserable, Lucy (who was still named Lucifer the time and indicated as such by this early art) was making the roads congested and people were stuck in traffic. Jimmy decides to direct traffic and help them along. Lucy gets wind of this and then calls in Heloise. Her job here was to torture Jimmy and make him miserable like everybody else. However, nothing she did seemed to work and he constantly remained.

I don't recall if the ending to the pilot episode was ever described, but that seemed to be the gist of it all.
