A few reasons.
1.) They needed a token black guy. Couldn't be one of the sisters after all, though I wouldn't be surprised if one of the suits would've forced that.
2.) They needed someone for Lincoln to hang out with. Remember this point,it will be relevant either.
3.) In addition to needing a token black guy, they needed a token gay couple. So... That's why we got Harold and his buttboy. To add extra PC they made the character have a interracial crush on Lori.

And this is why Clyde fails:
1.) He's so FORCED. Look, we see him. We immediately know he's the token black best friend who serves no reason than to be the token black best friend. He's not a character, he's a caricature and by just looking at him we can already tell what his personality is and how he's going to react. To make matters even worse? You get the sense that these two would've never hung out together in RL.
2.) Lincoln and Clyde's personalities are so similar they might as well be the same damn character. They have the same interests, the same hobbies, they both fail in getting laid, they're nerds. He's not a foil, he's just a mirror in which we get to observe how shallow Lincoln's character really is without the perspective of the MC.
3.) He's annoying. Clyde literally just shows up to steal screen time from the other characters when the writers run out of ideas. That's it. And then whenever he has lines, they all fall flat. I don't know if it's his VA, the writers, or a combination of both but I'm just not entertained by him.
4.) He's boring. Literally. He's just a nerdy black guy in a school with... Background characters who for the most part, only show up for a split second, but in said SPLIT SECOND they usually show more of a personality and a aesthetic draw that leaves you wanting more, more so than Clyde and he's one of the main fucking characters. Why can't we have one of them as his best friend instead of Urkel's retarded cousin?

You can argue the Louds are as predictable as him and you would be right, but the action-reaction works differently. They are predictably af too(reaction) but the situations they put over them are not always the same (action):

COmpared to Timmy and CHloe in FoP or Harvey, Fee and Foo in Harvey Beaks, they all have contrasting characteristics that allow them to interact in ways that arent boring.
