There's a lot of setup and worldbuilding to the point of craziness in each arc, and the two MCs barely get to do anything that mind-bending until the 3rd largest arc.
Kurapika has no relevance in the anime after this arc and for 20+ volumes or whatever, and he only uses this ability like twice max.
There's also a really large focus on characters who aren't the MC, and like right now, even the villians get a really good amount of time on their own.

> The Garencieres undergoes the next phase of its mission and attempts to link with the Nahel Argama as per the original mission. However, an engine malfunction causes the ship to fall out of its designated trajectory. Despite this, the Nahel Argama fires its tow cable, which is caught by the Unicorn; the forces exerted on the machine threaten to pull it apart...

The first half of tonight's episode is the end of OVA 5, so it's a bout of newtype magic meant to be the showstopper, and some wrap-up. The second half has with a skirmish that starts OVA 6 - more on that at the break.

One thing to remember in regards to pacing - the Unicorn OVA was originally designed to be 6 hour-long episodes. That meant some things (like the Loni arc) were cut or simplified to fit. But that still didn't quite work, and they had to add a 1.5 hour Episode 7 - and break from their Spring Ep/Fall Ep release schedule, making everyone wait a year between 6 and 7. And then here we have that result hastily cut into 22 half-hour episodes, and still needing padded with longass recaps.

That means that yes, there's more low-energy episodes ahead that wallow in even more drama, politics, and philosophizing.
