O'hare literally did nothing wrong. He saved the city from being a wasteland and is just trying to maximize profits.

If the movie continued O'hares factories would have shutten down. Thecity would slowly become unhabitable and they would either be forced to go back to O'hares way or die. Plus according to the original Lorax, it take atleast 21 years for a tree to grow so trees would never be able to sustain an entire city for atleast 63 years.

So while it would be a good for trees to grow long term, it would be disasterous for O'hares factories to be shut down.
