Mr Terrific did the exact same thing in an issue of JSA (open heart surgery no less) and he's a regular human being, no superhuman powers. He even mentions that he needs to read up because he's never done open heart surgery before.

I think the correct answer is "most modern comics authors are shitty writers who only know how to write things that basically are just trying to show off how cool and badass a character or concept is without the actual skill necessary to genuinely impress or drive it home".

Ugh, fucking THIS. Current Marvel and DC writers are like kids playing with their favorite action figures in the sandbox and making up new abilities they thought sounded cool literally on the spot to show off how much cooler they are than their friend's favorite toys.
Which just makes ever time that they're supposedly challenged in any of their comics seem even MORE arbitrary then usual because when it comes to any other task or thing they need to do they instantly succeed by showing some new power or bragging about some skill they have that they never use and will never show outside of that specific context.

Can you fucking believe that guys like Marv Wolfman and Roy Thomas and Chris Claremont actually used to argue AGAINST editors when they were told that their powers should be able to do a certain thing, and instead they had to be creative and think their way around it?
