Mostly this. It was refreshing to see Terry and his own rogues gallery and it was also great to see how Bruce and his own villains have aged and grown over the years, and more importantly were actually allowed to grow in the first place. For a long time before and even after Batman Beyond, the characters never really went anywhere. They'd get a bit of minor development or something major in one run and by the next it was either retconned or just forgotten. Batman Beyond took some ideas on these characters' lives and ran with it.

They thought things out very well. They kept Bruce in it and built Terry his own villains. There was intrigue to find out what happened after BTAS. Everything felt right as it was the same writers/team from the previous show. It would have been easy for them to phone it in, but they didn't. Teenage Batman is a hokey concept but they made the most out of it. I still see that as Bruce's future and not TDKR.

Part of it is that it wasn't just a retread of BtAS but in the future. Not all the villains were "Freeze-Beyond" or "New Catwoman" crap that you see in a lot of sequel type stories but they gave Terry his own life and villains. They were willing to go back and see what the old villains were up to sometimes, the Mr. Freeze story was fucking amazing, but it was done sparingly.
Also, Terry was his own person. He wasn't the same as Bruce, but still took up the calling and was being taught how to be Batman while still remaining a person who wanted connections with people bringing in a major dynamic that Bruce never had in his stories.

It came about in a really interesting time. The Internet and smartphone culture had yet to really boom, so there was more willingness to take a chance on interpretations of known media that weren't necessarily a sure thing. Sometimes it worked out, like it did with Batman Beyond and the first Teen Titans show. Other times, we'd get something like Loonatics Unleashed or Spider-Man Unlimited.

It really was a bit of a crapshoot, but you can't say it wasn't interesting. I miss that willingness to greenlight risky shows. Nowadays, it seems like most companies are utterly unwilling to serve up anything but the most homogenized, generic version of their characters, for fear of losing what little audience they can steal away from other forms of entertainment.

It's probably the most aesthetically and conceptually cohesive show in the DCAU aside from BTAS itself. It has a strong identity, despite not every episode being amazing.

Easily my second favorite of the DCAU.

well it was also a perfect storm of factors. Dini and Timm and crew made BTAS and it was such a massive hit, that when the WB said "we want a kid batman" they pretty much threw a blank check at them and walked out the door, letting them do whatever they wanted.

Clearly, what they got wasnt what they wanted at all, but it was such a hit that they rolled with it, even if in the later seasons they kept trying to push for more camp and kiddie shit. (like Matt having his own mini batcave in his room or some shit, or Terry having goofier gadgets)

Some really good points made below.

From my perspective there are a few reasons.

one, it was on toonami which was anime heavy at the time. It fit that line up. Also TAS was VERY anime-esque even with the art deco stylization and architecture.

Second, Terry is actually pretty cool. He's got bits of Jason, bits of Dick (yum) and even bits of Bruce in his personality.

Third, that suit is fucking schway.

Four, that joker flick is fucking schway.

Five, shit like splicing was cool techn-science that a kid could go "woww" to.

Six, it was fun. And I can't quantify that with anything more than the above but it just was. That intro came on and I felt the same was I did when the sound of glass breaking rang out from the speakers while watching the WWF.
