It's definitely not the suit. I love Captain HYDRA but his suit is just an overdrive's version of Ultimate Cap. It's grown on me but it's still not a particularly good suit.

Got to watch out for that way of thinking.
When Rome had a Julius or an Augustus Caesar shit ran like clock work but when you get a Caligula or a Nero everything burns. What makes HydraCap so threatening is that he's a true believer and a competent leader. Steve Rogers is so based he's not just worth rooting for as a villain, he might not be a villain at all.
