If you use tragedy so liberally that it has no meaning, sure.
Peter's story, despite how depressing it can get at times, is inherently not a tragedy because the entire theme is overcoming hardship, growth, and finding levity in misfortune.

Ditko Spidey is great, and most of 70's and 80's Spidey is a mixed bag. ASM didn't become more garbage than quality until the 90's.

Arguable, since it has an uplifting ending. If Peter's life was just a downward spiral from that point then sure, but it's more a story about adversity being the inspiration for the birth of a hero.
