I don't about about "should", but let me ask you this. If Bucky were a girl, would you go for a romantic angle or would you still have them just be best bros?

Also, something to keep in mind is that part of the reason why the Tumblr community has embraced Bucky and Steve's storyline is because it genderswaps the trope of the brainwashed female villain that has to be saved by a man by making the victimized person a man. If you make Bucky a woman (Betty?), there might be a different reaction to the storyline. Almost any plot can be pulled off in the writers and director are skilled enough, but still.
