Nope. The plan originally was for black Wally to just be the Wally West of this universe. It was probably the most unpopular thing DC's done in ages.

But they couldn't sweep aside black Wally to bring back actual Wally because that'd look racist, so they retconned it so that black Wally's dad changed and said they were just cousins when they brought back real Wally.

So now we have two people, named Wally West, both who trained under Barry as Kid Flash, both who are nephews of Iris West, both from a broken home.

It's a fucking hilarious joke of a situation all because they can't get rid of a black character for the bad press. Despite the fact that they already made a new, minority speedster kid years ago and just deleted her.
