I think in the wake of "No More Mutants" they mentioned, in passing, that several thousand mutants worldwide use their powers in agriculture(making rain, making plants grow faster), mining(moving the soil etc) and electrical generation. Without Mutants a bunch of industries worldwide collapsed.
Mutants usually find some industrial use for their powers and make decent money helping people with them.

You can almost understand a push to use power suppression technology until they aren't chemically imbalanced kids anymore and can show they can handle their abilities but where does that end? Mandatory power suppression at an airport? At the store? Church? Subway?

What you just described reminds me of the comic "Rising Stars" where they did have to separate the "special" kids from normal kids throughout their childhood so they didn't accidentally kills someone.

In the comic they assigned a pediatrician/child psychologist with the job of registering the kids powers, assigning them a danger ranking and creating contingency plans should they go rouge, this guy also would teach them to use their powers and create psychological profiles of them, after they grew up they were required to check in with the sheriffs dept whenever they moved and the child psychologist continued to maintain a relationship with them and would note any changes in their personality, this seems like a good way of dealing with the situation.
