Galras are all about the strong eating the weak. Not only is Svendak small, he's also half of an alien race which hasn't accomplished much in space travel in comparison. He's also born out of wedlock in a Galra prison. Galras take matrimony very seriously.
The reason he's easy to bully is because he doesn't tell on them. Eyebrows is already worried about how he'll survive in Galra society and Sendak would tell him off for being so weak. He doesn't want Sirk to need to hang off him all the time, either. Also, kids are obnoxious, teenagers even more so.
