I don't know if there is a #1 worst of all time webcomic, but there are a large number of very fucking bad webcomics.

CTRL+ALT+DEL is bad for being bland, generic, and piss poor art.
XKCD is a superiority complex put into a comic.
Hathor the Cow Goddess attempts to be educational and fails horribly, tries to be funny but doesn't know how, and tries to promote breastfeeding by horrifying people to the concept.
Moon Over June appears to have been drawn by a sentient crescent, and is unable to make people that actually look human.
OJST tries very hard to take a serious look at sex, but fails repeatedly. Very similar to Hathor in this regard.
Penny Arcade is a walking zombie of a webcomic. It was vaguely funny way back when, but has lost everything that once made it good.
Much like how XKCD is superiority complex made visual, Pheobe and her Unicorn is smugness made visual. You can practically hear the artist patting himself on the back with every strip. This is funny when you remember Raine Dog.
Zen Pencils is a prime example of why you need to explain quotes to people, as the writer/artist misses the point completely on a regular basis.
Twokinds has so much wrong with it I don't have enough room to describe it all.
Kit and Kaboodle isn't just bad and generic furry shit, it also contains some highly disturbing info about the RL incestuous shit the author/artist is involved in. It won't just be the plot and artwork that will make you want to kill yourself.

There's tons of bad webcomics, but these I think are on a level of their own.

It's also updated daily, which counts for something. I dropped it years ago, but wouldn't call it one of the worst.

In terms of quality to popularity ratio, I'd give the title to Megatokyo (yes, it's still around), CAD, Questionable Content, and (a few years ago before the collective internet forgot about it) Dominic Deegan.

In terms of raw quality... probably Hathor or Gamer Chicks. That one vegan comic, too. Shredded Moose was godawful, but at least it had competent art and the creator has since disowned it.

First of all, there's the genuinely, legitimately bad artwork. The composition is fine, if extremely flat and wooden, but there's no real depth or enviroment and everyone's head is a misshapen mass with undersized eyes and a mouth floating in the void.

Second (and more importantly) while the idea of a generic D&D fantasy setting where the generic "bad guy" races are actually repressed minorities is an interesting idea in theory and has been used well in other media, the writer does little with it beyond hamfisted "look how bad this is!" melodrama... which brings up the real issue: Goblins is quite obviously based almost entirely around its creator's sexual fixation of "breaking" and guro/torture scenarios. Instead of violence and tragedy being used to tell a story, the story is a framing device to clumsily showcase the violence and tragedy.

I think you need to go deeper in regards to Erika Moen.

See, she used to do a lifestory style webcomic called "Dar"

In which she chronicles her life as a lesbian, then not a lesbian, then a queer person.

One day, she made a comic that was taken as fetishizing transmen, and got beat the fuck up over it.

Now, in OJST she shoves the whole body positivity message in with every comic, featuring fat hairy ambiguously gendered characters and whatnot. It'd be one thing if these were things she was into, but no, she's not got the artistic integrity for that. She does it to cover her ass.

Aside from their sex toy reviews, the comic gives horrid sexual advise, does a poor job about teaching on subjects like STD/STI and UTI, and a horrid job at explaining fetishes in that they attempt to normalize the acts with humor.

People are put off by OJST because anyone can spot a fake, and these comics don't come from a place of a genuine desire to teach and help people understand themselves. It's an angle to be outrageous, make some cash and get free shit.

They don't provide resources, don't do much in the way of jumping in themselves to experience the fetishes they talk about, and don't really seem to care about what they claim their message to be.

The lumpiness of the goblins has a kind of charm. Also the ultra-violence could have been great in competent hands. I'd say the big problem with these comics is the languages she uses. Everyone's always talking in an over eager, chipper "how do you do sport" 1950s-esque educational video sort of way. Like she can't write so she falls back on a really squeaky clean shiny "safe" way of talking, but then she's talking about a guy getting off on watching other men fuck his wife. I don't really get that much on the comic. Some stripes give satirical view on Religions, but most often than not there are not puntual attacks, and there are even some making fun of Atheist, like the one when an Atheist goes to heaven and god tries to accommodate him by telling him he doesn't really exist

Science is funny is simply because the target audience is different from most comics, it just makes fun non quotidian stuff, for people that aren't engaging on a carer on the sciences currently. There is hardly a reason to dismiss it because of that. He literally studied to have more material for the comic.

On the longer is funnier point, Weiner always talked about shorter is better, but then he can't always pack the joke the way he wants to.
