So he can become ANY animal, even alien ones if he has seen them. That seems like it's established canon.
But what about humans or humanoids of other races? They're animals, too.

Since his entire body including testicles change during morphing, it's probably legit to assume he could impregnate any animal he took the form of. But he couldn't impregnate a pig while in the form of a sea lion, nor a raven while in the form of a horse.

And whether the offspring would have some or none of his powers would be impossible to guess.

If he were to turn into a kryptonian, would he look exactly like superman, or like a cross of several thousand kryptonians? Unlike with animals, he would end up looking like someone who exists (or existed at some point), and that might be too disturbing for him to do.
