Pluto has him neutered and when he tries to call out for help, all anyone hears is a whimper. Finally he has to be put down after an injury, despite his objections that he's fine, which no one understands.

Pluto and Goofy were invented for different cartoons, when Goofy was added to the same universe as Mickey and Donald this inconsistency appeared.

No one on Disney never felts the need to adress this problem because autistic nerds were never really that big of a audience compared to pople who wacth comedies to laugh

They're just Toons, their world isn't really supposed to make sense because it's funnier that way. Also according to Walt, the anthropomorphic Toons are and should be treated as humans, not the animals they represent. It's why Mickey is never shown eating cheese, to drive that point home.
