Kek, if anything his debuff timer needs a buff, at least when not overcharging. The amount of time he stays in debuff state after burning through all levels, and the damage he takes at level 3 debuff is ridiculous. Like what's even the point of doing 20% more damage for 5 seconds when you're going to take almost twice the amount for 10 seconds, move slowly, and do no damage.

However his overcharge debuff time seems alright. It looks like it's just around 4 seconds.

Agreed. They explain within the story why Deadshot is with them, but having a big gathering of villains and not including Manta just feels weird. He's the only major iconic villain that's Legion of Doom-tier besides Toyman and Riddler that hasn't shown up in either game or the comic.
