You can blame it on wanting to be a big media guy. For years Bendis has been looking to be bigger than a comic book writer and be part of tv and movies. Hell his old indie work talked him up as a super grounded crime dude. Now? Robert Kirkman the guy who looked up to Bendis(if you think I'm kidding try to find the introductions to several hardcover they worked on) did that to an extent with Walking Dead. He's one of those writers who might have a great elevator pitch but his stories are slow say so if they don't last long there is nothing there for anyone to adapt. He starts something and leaves it because ultimately he does not take the time to build it up into something special.

Maybe he's just grown too accustomed to Marvel treating him like a God and constantly backing him and bailing him out, and is too scared or something to risk losing that with another publisher.

I liked Scarlet. It was kinda fun watching some rando stumble her way to Cyberpunk Goddess status. If it kept going I'd have made it so she goes deep down the rabbit hole of violence and then when it seems like she's about to get some sort of tangible win the entire government infrastructure just falls out. Maybe banks fail or whatever, just loud chaos.
