Born with a debilitating disease, the ruler of an empire on the brink of collapse, his cousin orchestrating a coup, ends up razing the remnants of said empire to the ground, kills everyone he ever cared about, lets himself become a bitch to his swordfu, ENDS UP BEING RESPONSIBLE FOR THE END OF THE WORLD and finally Stormbringer ends his life of suffering while taunting him.
Truly he won before he was born.

His backstory doesn't really come up unless the story calls for it.

Fuck no. Melnibone was still powerful. They had the dragons, their sorcery, their ships and the maze that protected the country. He screwed his own people because of his self-destructive tendencies.

That's actually wrong depending on the adaptation. The sword wasn't Arioch's and was his by birthright. Arioch just led him to it. Also, he ends up using Stormbringer and Mournblade to kick him and most of the jackasses in Pan Tang outside of that realm of existence.

Well sorta. The book said that only the dragons and old pacts were helping the city maintain a foothold in the world. Imryr was being used as the main hub of trade in the world since it was smackdab in the centre of the ocean.
The dragons were a double edged sword if you recall. Devastating but could not be used on a perpetual basis since they had to sleep for decades after each battle. The only reason they woke up during the end, was because the Horn of Fate was used.

Born to an abusive father (mother left him at an early age) who beat the shit out of him and then sold him to Apache for passage through his lands or food, depending on the story. Raised by Apaches as a slave until he saved their chief from a big cat, was made a member of the tribe but later betrayed and left for dead during a raid by the chief's son because of a girl they both fancied. A disheartened Hex joined the confederate army and fought for years until he lost his taste for it and tried to surrender on his own, but he inadvertently caused the capture and later massacre of his regiment. Then he tried to track the apache once more and clear his name, but he ended up killing the chief's son by accident during a trial by combat, so the chief gave him the Mark of the Demon and exiled him.
And all that's before he became a bounty hunter.
