I'd call it a defect it were actually a defect. It's an optimization for a different kind of world. Only reason it's been allowed to exist in a world previously ruled by eugenics is because it served some purpose in the old world.

Fact is, the only reason it's considered defective is because it's not optimal for the society that currently exists. The problem isn't that it "directly inconveniences them" per-say, it's that it inconvenienced them for 2 whole weeks.

They promo the show for a week, don't air it, and push it to next week, all for the sake of a joke. If it was a minor inconvenience, like "we'll air R&M until midnight, and push one of the other shows we air back to next week, and air Jack at like 1 or 2 AM. " If they did this, it would still be an inconvenience, but it wouldn't be as bad as making the fans of a show wait another week entirely for the new episode they said would air on that day. If they did air Jack at 1 AM, I would be fine with that.
