You could run with the paintbrush idea and incorporate it into the wand itself. The wand, whilst still an immensely powerful magical artifact, takes the form of a painbrush in their world. Which is a problem for the studious and safe Marco who, whilst diligent in his studies and duties, doesn't have that imaginative spark of life that allows someone to fully embrace the wands power. I think Tom would fit that spot pretty perfectly, it forces an alteration of events, given that in a mirror swap Tom would be Star's ex-boyfriend on Earth. That being said, I think it's one of those times that a mirrored swap isn't ideal and you'd gain a more interesting result changing it up.

Tom could act as a friend for Marco that brings out some of his flaws but also some positive aspects such as drive or bravery. That way you could have him as a prominent secondary character who develops the magical side of things a bit and provides a male character to help develop Marco.
