Fun fact: The Shadow was not originally a character of his own, but was the voice used for the introduction to a mystery/science fiction radio show. Despite this, many people thought that he was an actual character and would ask to purchase pulp magazines of his of The Shadow, which didn't exist. This is what led to his creation as the hero we know today.

The Shadow Over Innsmouth? Hell no. It's really just a fun gimmicky comic.
The DC run is about as good a place as you are going to get, as far as comics go. Although, the best place would be the original radio broadcasts.
Good thing about The Shadow is that you really don't need a lot of prior reading to jump into it.
