I don't think he was banished. They sent him out on a mission but nobody had the time to care because Zarkon is too obsessed with the Black Lion, and he has a terrible relationship with Lotor so he doesn't care all that much. Perhaps Lotor notified the empire of his return, then Zarkon went out of commission and Haggar decided they had to summon him to continue their mission. I can't think of anyone else who would be hiding their face. The Weblum Galra also has a symbol we haven't seen on any other. Maybe it's a family crest?
