Taeshi lost her storytelling ability long ago. She's made things worse by stretching the plot out with filler and trying to "fix" things with infodumps after the fact (FLASHBACK, HO).

Once upon a time, Suitcase DID acknowledge that Lucy's absence was stalling the plot, but he reasoned that there needed to be at least some passage of time, else Lucy's disappearance wouldn't mean anything. He apparently didn't revisit those thoughts and simply let Taeshi continue to drag things out, though.
