In the new 52 WW is the daughter of Zeus. And that's been the origin for Donna since then too, but they had been acting like things has changed for her so this is just confirmation that it's still canon and explains why she wasn't reacting to it.

Dick became a Spyral agent at 21, at the same time Damien was still 12 so now that he's 13 Dick is either at the tail end of 21 or 22.
