Anon these have been tropes for a long time, and you're missing the point completely.
Sussie is super happy because she does whatever she wants. It's super exaggerated, duh, since it's a cartoon, but the message is to not let anybody shit on you if you're doing something you like. She's also still smart deep down since this same concept was used as a punchline during that "What is life?" episode and she says the same thing she does here: Just do what makes you happy.
