It wasn't like that, originally. A piƱata was basically just a jar with candy and fruit inside, decorated in the shape of a seven-pointed star with rice paper and stuff. Each point of the star represented each of the deadly sins, so breaking it would be like defeating temptation and receiving candy as a reward.
Eventually they were made in the shape of superheroes, politicians (pic related) and popular characters to be more marketable, and the whole thing stopped making sense.
