I've had at least 3 friends open up about abusive dads at some point. One had his mom call the cops to which they insisted on getting the dad's side of the story after she cried her eyes out and showed them her bruises. He told them she was off her meds and took it out on herself and the police believed him because hey, man of the house. One had a neighbor call after a very loud beating of his mom in which he told them to hide in the closrt and not make a sound and told the cops he was home alone. He then continually threatened the neighbors until they were more afraid for their own family than worried about all the yelling. My third friend managed to have his dad locked up for sexual abuse of him and his siblings and didn't see him for most of his teen years. Until he came back to town and started hanging out at the Burger King my friend worked at as a teen. And showed up to his graduation. And just generally popped up at random. After about the 5th call on enforcing the restraining order he had on his dad, the police got annoyed and told him "unless he is doing something wrong it's a waste of time to keep making these calls".

Not all police are shitty, but even with the best of intentions shit slips between the cracks. A lot of abusers are charismatic or powerful people who get the benefit of the doubt because in our minds they are a drunk redneck in a wife beater. Not the guy next door going to church with his family or the rich guy down the way with kids training for the olympics. It takes a bit more to weed this out and it doesn't always rely on just the victims speaking out. Sometimes you need someone from the outside to help, and sometimes even that isn't enough.

IIRC young boys can be accommodated at womens shelters if they are under 12 but they are kept in a separate part of the building but boys older than that are not allowed in, and adult men are not allowed in at all unless they are police and then only the front desk area.
