I cannot speak for "Goof Troop", but "Rescue Rangers" is in HD on Amazon Video as well.

As best I can tell from the "Rescue Rangers" rips I downloaded, it is a mixture of remastering and upscaling - with the former having to be done so the latter would look even half as good as it does. These are also the Disney XD cuts of the episodes, which lose a few commercial break fade-outs/fade-ins and keep whatever edits had already been done to the episodes prior to their airing on Disney XD.

To put it bluntly: With the exception of the one episode that is not in HD (for reasons I do not and cannot know), this is the single best release of this show that has ever happened and likely will ever happen. If Disney was ever going to put the show out on Blu-ray, they would likely use this as the base for the release.

If all this holds true for "Goof Troop", you are likely looking at the best possible release that show will ever get. (I would give up a body part for a proper HD release of "A Goofy Movie".)

Even then, it will only look as good as the VHS itself; since VHS degrades with every playback, the chances of your tape looking as good as even DVD quality is pretty damn low. This is kind of what I thought when I saw the redone logos for "Rescue Rangers" - rather than upscale something static that could easily be redone, they just went and redid it. I imagine they did it that way to have a clearer image for HD screens and make them look "hi-def" in a way that upscaling the original logos and such could never accomplish.

"Goof Troop", on the other hand, might have been better off with just a shitty upscale. That Flash animation bullshit looks awful.

The Goof Troop seem to be re-masters of the original prints, meaning they actually went and digitally copied the tapes into HD. To an extent, you can actually blow cell animated shows resolution up considerably, which is how come we can have a release of classic Scooby-Doo with a resolution better than 1080p. That way, the original quality is still there, done to smudges on the cells and pencil marks. Depending on the production process, you can sometimes even see the different lays each cell is on if you can get a high-enough quality.

Meanwhile, Rescue Rangers had some of this on some episodes, but others were also just up-scaled. Meaning, they took a digital copy of the show they already had available (probably a previous DVD release) and used a computer to enhance the size. So, it got blown up to a larger resolution as well, but being a digital format it would get all pixel-y and gross, so they have the computer buff out all the scratches, muddying the picture. It's not unwatchable obviously, but depending on the quality of the process, it's sometimes better to watch even the original SD quality, like the Sword in the Stone (which, you can see here >>91078808)

But again, you need an original print because even if you had a VHS tape, while physical, it was printed at a smaller resolution so it can't get larger without getting blurry.

The episode you're taking about was animated by Ace cartoons and they probably didn't keep any material to remaster it from. Getting stuff from Disney Japan would be easiest, and then from other reputable animation service studios. But second and third-rate studios probably didn't keep any production material.
