Nah, DBZ was always popular, but with re-runs and the new series and stuff there's a whole 'nother generation that's been getting into it hardcore. So it's less of a delay and more of a time loop.

DBZ was very popular in the 90s, it is getting popular again because its on tv again, due to the new episodes they ae making now that they have said Dragon Ball GT is no longer canon. (the ending with Piccolo in hell never happened)

In my country in the 90s the only very popular cartoons were Teenage Mutant Ninja Turtles (like around 91 92), the Simpsons all of the 90s, Animaniacs and FOX X-Men.
Saint Seya, Captain Tsubasa and Dragon ball were extremely popular, and stuff like Sailor Moon or Rama 1/2 was also on cable tv. Anime was bigger than cartoons in the 90s.

Latin America differs most from the USA culturally in music. Nobody knows who Kanye is. People listen to local or latin american music, + radios of pop and rock hits from the 60s to the 90s, basically dad rock but also stuff like Phil Collins. I swear the dadrock radio they listen to in my job plays Is this Love from Whitesnake every day.
