thinking back on it...all the scooby doo movies save for zombie island were pretty bad
the 3 stooges ghost one might have been the worst, or maybe it was the whacky races shaggy vampire one.
didn't really care for cyberchase or the alien one either. ghoul school wasn't very good either but inspired fanart better than the movie itself. I guess OP's one was better than all of those I listed, but I don't remember thinking it was ever that great

Boos brothers, reluctant werewolf, ghoul school, and the 13 ghosts TV series came out at around the same time, and I consider them the same era of Scooby Doo.
This is a distinctive departure from the rest of scooby doo because it only features a few token characters - usually Scooby, Shaggy, and Scrappy - to instead rely heavily on original characters, such as the cast of Ghoul School or Vincent Van Ghoul in 13 Ghosts.
They are also marked by completely different plot structure than any other scooby doo media. There are no mysteries, the paranormal is seen as very real, and details of the character's lives are revealed that are completely contradictory to the other series and are never mentioned again. In Reluctant Werewolf, Shaggy is a famous race-car driver and has a girlfriend Googy. In Boo's Brothers, he has hillbilly family. In 13 Ghosts, Scooby also is shown to have a weird dog family in odd flyover states. There is also a noted absence of the mystery machine, replacing it instead with the red van, and Daphne has no character in 13 Ghosts despite her appearance.
This has made me devise a theory that this era of Scooby Doo was a reworking of failed original series plots, making them more commercially viable with the inclusion of Scooby Doo characters. For instance, Ghoul School probably was intended to be a stand alone movie starring an original main character, but was deemed to be unpopular and was later revised to include Shaggy, Scooby, and Scrappy as the leads. 13 Ghosts makes more sense without them, as what was put to cartoon has six main comic relief characters. That cuts down to only three - Flim-flam and those two ghosts - if you exclude the Scooby Doo characters.
That is why they consistently suck, because the script was never good in the first place, and then was mutilated to include another brand.
