He was creating his own Hitler Youth and getting them positioned in mulitple important areas such as working for the Mayor, the DEA, in major hospitals, and other important locations.

He was also capturing people and draining their blood in order to resurrect people. He would also execute anyone that betrayed his organization.

As we see in the series, by the end of their brainwashing they are more than happy to kill anyone Bakuto tells them to, even old friends or relatives.

It was exactly like Luke Cage, but even worst because Bakuto wasn't Danny's villain and this was emphasized by the fact that Danny doesn't even end up fighting him. There was no buildup to him, not even the poorly done hints that were in LC.

Killian ended up having real reasons for what he did and was classic "pissed off nerd that makes it and comes back for revenge" and was a perfect villain for Tony Stark. The only issue is that the movie he is in completely destroys both the Mandarin and AIM.

Malekith was okay except some of the things he does made no sense. Also Thor movies are terrible except for Loki and Thor's brother dynamic and the dynamic they had with their mother.

I'll say this, they managed to make Bokuto very hateable from the start.

The thing is that both of them were hinted at, and even if they are generic at least they had reasons for their actions and were main villains.

Diamondback was completely random, but he had reasons for doing things and even though the quality of LC took a hit when he was introduced he still was a viable villain and he had a real reason to hate Luke.

Bakuto had no reason to dislike Danny besides the fact he wasn't willing to work for him. Bakuto had no emotional attachment to Danny or the Iron Fist. Bakuto only even met Danny a few times in passing while talking to his student.

Danny doesn't even FIGHT Bakuto at the end. What kind of villain is so separated from the hero that the two of them don't even have a final confrontation? It would be like if Purple Man revealed all JJ's memories were fake, he never did anything to her, he was using her this entire time to get close to Patsy so he could kill HER, and then Hellcat and Purple Man had some kind of duel while JJ stood there watching.

The idea that the Hand from Daredevil was just an extremist faction and the real Hand is a competing school of thought but not necessarily evil was real cool and thought provoking for a superhero show. Shame it lasted for about an episode before the reveal that they're cartoonishly evil complete with torture dungeons and every member suddenly becoming completely irrational.

Oddly enough, before the reveal that they're all another faction of The Hand, I was expecting a reveal that they would be The Chaste and Danny's issue with them would be the same as Matt's, that they don't want to be turned into a controlled assassin by another clandestine group.
Instead Bakuto was revealed to be another faction of The Hand and the season grew even duller than before.
