Watchdogs was Gruenwald shitting on right wing militias and hate groups (they killed rappers, pornographers, etc plus murdered USAgent's parents) and would fit in with Spencer's Gruenwald fetish.

That said, if they wanted to go the comedy route, they should have had Rage's trial be like "Trial of the Monarch" with Speedball and Rich Ryder trying to get Rage acquitted via slapstick shit and the reveal the original Americop is alive and that the Americops from the arc are all brainwashed Maddrox dupes, on steroids and mind controlled, giving them an out to bring Jamie back while they are at it.

Only way that works is if the "pay-off" is Falcon doxing the Americops (note they all are masked at the trial) and several of them get killed.

Sam gets scapegoated for his illegal's bullshit and resigns as Cap/deports wetback Falcon as a means to make him suffer the consequences for his actions and to let Sam reclaim his old alter ego.

It won't be addressed or there will simply be a throwaway line where DeBlasio voided their contract with NYC and they simply move to another city.

Sam's last issue as Cap is most likely going to be a total cringefest of Sam saying he did nothing wrong but he's too sick and tired of fighting the racists who won't shut the fuck up.
