The town is quite small, being unsupervised in town is not much and the few times where they DID leave him completely alone DID run the risk of total disaster ie the cat fingers episode, but Garnet was confident he'd come out fine in that episode so presumably she saw he had a good chance of not dying through future vision. But then you have him in a school environment surrounded by easily injured kids and that's just not a risk you can rightly take.

She says literally, out loud, that she feels it is her fault that Amethyst acted the way she did at the end of the episode. And you can see throughout the episode how much Garnet was trying to control Amethyst, and how much that just drove her further into trying as hard as possible to prove herself. It's this dilemma that defines Garnet's leadership trouble and repeats itself, almost exactly, in the episode where Steven tracks down Blue Diamond- Garnet tries as hard as possible to not let Steven go to the pink shrine, which just makes him go anyway. For someone in a reluctant leadership role, that's a big thing and no it does not apply to either Ruby or Sapphire alone, and saying "both" is just nonsense opening up this discussion to pointless semantics of what constitute's Garnets actions on her own or "both" Ruby and Sapphire.

Which could apply to either, the problem with that is that when fusion happens they don't stop being ruby and sapphire and become garnet, its a really weird amalgamation of ruby + sapphire + garnet, they never stop existing so garnet can, ruby and sapphire (like stevonie) talk with eachother and argue and unfuse if they want to, making the characters actions very muddled since it could be either one or both but not garnet or all 3 of them making the decision, making her character either non-existent becouse we never really know whos talking when or irrelevant becouse she could be just ruby + sapphire talking and we wouldn't know the difference

No it can't. The problem of leadership and the self-sabotage that happens when she tries to keep others in line is uniquely Garnet. Sapphire would be too passive to push someone, Ruby would be too incoherent to try and give orders, and as two separate individuals they can barely muster the authority despite being capable of acting as a united front. Garnet is different; she is intimidating, she has presence, her orders have a weight that's typically carried through with the cool steely confidence that does not characterize Sapphire or Ruby as individuals. And the way that goes against Garnet- when characters feel like they have to live up to her expectations like Amethyst did or decide she's been TOO much in control like Steven did- is nothing Ruby or Sapphire would go up against because Sapphire would be too busy freezing up and Ruby would be too much of a spaz and you even see that happen when they give orders as individuals to sneak into the human zoo, Sapphire had no confidence at all in a single thing she said and could barely keep a straight face and Ruby was being fucking Ruby.

Going "nah nah it's actually ruby and sapphire together garnet is totally dissolved" is nothing more than handwaving on your part.
