I think there was something resembling a point in the Frontline version (think of how people in the media seem out of touch with the rest of the world), but the problem is the execution was so bad (and using Cap was a bad choice for this) resulted in "Idiot admonishes Captain America for not using Myspace" which made her look like a terrible character.

And then on top of that she meets with Tony Stark and reveals they know that Iron Man secretly set up Norman Osborn to kill an Atlantean ambassador, and that they won't reveal it. So from that point on Sally Floyd's bad aspects got stretched out even more.

Even though Nightcrawler and a bunch of other superheroes busted her out, she decided to blame ALL superheroes for the actions of one superhero working for the government. She then joined an anti-superhero terrorist organization and had people killed. She was even planning on murdering the Champions even though they were all on team Anti-Carol.
All this because she was in a cell for a few hours and then got out and didn't face any further consequences in her life.

Everyone got their life-long wishes in House of M, that was the whole point.
And it was a great way to launch a half-dozen re-characterizations and story arcs all in one fell swoop.

Marvel needs to make more baseline human villains.
They need a Lex Luthor for every Superman - like they used to have. But they killed off too many of them.
Daredevil has Kingpin. Punisher has Jigsaw.
But all the evil humans in X-Men books died off one by one. And there were almost a dozen.
Captain America had a great evil rich Russian guy but they turned him into a Red Skull false identity in less than a year. Everyone else human is a nut in a costume.
Iron-Man had some excellent ones: Stane, Hammer, and their kin. But one-by-one they all traded in the pin-stripe suits for battle-armor and wound up dead.
There was a time when all superheroes had a mad scientist and an evil businessman in their rogues gallery.
There was a reason for that: it was a great gimmick to have a normal human confront a superhero and almost win.

The issue is the idea of arresting someone based on a prediction. Ulysses's powers aren't perfect.

Stark, for example, was never ACTUALLY against the idea of pre-emptive crisis prevention, even though he was pissed about Rhodey' death. He's against the idea of pre-emptive justice, which, while similar in nature, is an entirely different animal when you consider the processes that lead to it, and the fact that no matter how accurate Ulysses usually is, he's not 100% accurate and has been proven to be occasionally flawed in his predictions

What SHOULD have been done for lesser crimes is the creation of a task force dedicated to preventive measures taken against the predicted act, and arrests made based on what was clearly attempted instead of what was predicted. If that was what Carol did, neither Stark nor anyone else would have much to demonize her over.

Instead, Carol did a lot of good at first glance, but also fucked up on many others (some of which got friends killed) and crafted a societial mindset that is warm to the idea of profiling, not to mention has lost faith in the very, very few people that would act in a morally respectable fashion in response to said profiling, only now said semi-reliable methods of profiling are GONE, which means Marvel civilians (and you know how they can be) are going to be open to the idea of a less-reliable substitute.

tl;dr Carol did far more long term harm than good based on the fact that she was right ONCE (and still ill-prepared) and Hydra Cap's going to capitalize on her foolishness.
