It also made no sense. Having insurance was "gambling" but choosing to purchase insurance is the risk averse option. It's also not a scenario where Ned gets to opt out the existence of insurance means you're gambling regardless of whether you purchase it or not (purchasing insurance is "betting" something bad will inevitably happen and not buying insurance is betting everything will be fine).
