No, the standards are just such that nobody working for a children's television show is expected to be anything more than mediocre. Add in cost-saving methods and it's not a surprise that mainstream American hand animation doesn't usually boast fantastic visuals.

I know 3d animators that can't draw worth a damn, but they know animation principles like masters so they can make any rig look totally lifelike.
