Why was 80s animation all about being commercials for toys?

Commercials have always been around, TV shows that are basically commercials masquerading as content are a different matter. In the early days of TV, children's programs would frequently include moments where an actor or character would endorse a product. Not part of a commercial break, but during the show itself. Parents found themselves harangued by the demands of their children, asking for whatever piece of crap the local cowboy, clown or puppet told the kids to buy. This led to fairly stiff regulations on what children's programming could endorse, and how they could do it.
