It kind of depends on the genetic material in question, and the way the tranquillizing went.

From this many details, this could be as tame as knocking her out for a few minutes, and taking a few strands of hair.
Granted, not something a normal person would do, but when you're a mad scientist who is overcome but glorious purpose, this is about as nice as you can possibly get.

Technically this isn't the first time mutant powers were bottled. Some guy did this in the first arc of X-Men where they moved to Utopia in San Francisco.

He was putting genetic pattents on injectable temporary super powers based on the genetic profiles of the original X-men which he recovered by dubious but somehow legal(?) means. Even had a funny line about it saying "To Me, My Investors,"

And then there was a hanging plot thread of one of his models leaving with but secretly still having a vial of Jean Grey that has never to my knowledge been resolved.

Making a Bertha Specific Pill laced with MGH just seems...dangerous. Because anyone taking MGH will get a random super power temporarily if they aren't a mutant...this should technically give someone supercharged versions of Bertha's powers and be fucking super dangerous to use.
