Weak in a certain way.

A magic man punching Superman is just punching Superman, usually. Superman is weak against SPELLS; a spell to turn him into a frog will turn him into a frog, but a fireball's just...fire, and Superman ain't worried about fire.

It varies from writer to writer but that's the usual position, especially as magical heroes and villains have swelled. I prefer it because it makes Supes's magic vulnerability more interesting; you still have to trick or outwit Superman instead of just hadoukenning the guy.
