Fixer/Techno is a Hydra tech guy genius with the hots for Zemo, who breaks him out.

Goliath/Atlas is also easy, a marine gets hired as a merc by Zemo, gets super strength from a Science Ray and a shittier version of Pym Particle tech that he can use without being fucked up thanks to already being super strong.

Screaming Mimi/Songbird can get a version of whatever Vibranium sound tech Klaw builds in the Black Panther movie, getting it refined by fixer for "sound constructs" as a thunderbolt.

Beetle/Mach-1 is a air force tech guy and pilot who gets bored, quits, builds a suit (maybe inspired by the appearance of iron man) and uses it as a merc before getting hired by Zemo and upgraded by Fixer.

Moonstone/Metiorite is even easier, evil pschoanalyst gets a science magic space rock that gives her super powers, all the shit with infinity stones prepping for the idea of science magic space rocks just kind of being a thing and she just getting a weaker imitation one.

No one is arguing that the characters can't work in film, just that the point of the series was to turn ESTABLISHED villains into heroes. If the characters aren't known by the viewer before the reveal, what's the point? They need to use the minor villains that are still living or start using the Thunderbolt characters as villains in upcoming movies to set the stage. Although, the whole thing gets spoiled by casting announcements.

If they can pull the wool over our eyes by feeding us a false story that uses all the villains they want, telling us they have "minor parts" and murdering journalists on set it would be awesome.

The point of the original Thunderbolts team is that they were disposable goober "villains" whom nobody would notice were gone or suspect were competent. It's not like they had Ultron or Loki or even Vulture, Zemo was the biggest name.
