I think the implication is that they will be drawing keyframes state-side and that they won't be tracing as much as modern shows and going for a more dynamic look that freely goes off-model.
Shows like Flapjack, Adventure Time, Clarence and SU are done with the same process but they have relatively strict rules as far as to how off-model they can go, and in SU's case it's actually detrimental because as an often slow-burning relatively dramatic serialized show the flaws are more glaring and off-putting when the characters are standing in one place and talking for a while, made worse when several of the storyboard artists aren't that great at drawing either. Clarence on the other hand actually looks very nice and dimensional in motion while almost never looking "wrong" and has a few episodes with impressive sequences done on 1s. Adventure Time had those odd faces in early seasons but the show was deliberately stripped of them by Pen Ward because he turned on that approach after the show's tone evolved and now it's looked pretty staticly on-model for a while.
In the 90s shows tended to be less trace-oriented and contain more fluidity and separate drawings than today, and I think that in particular is what Ian is going for with the show. New animation has an advantage in that the technical advances mean that timing is almost never as wonky as old shows' movement could be but much of it is very much pose-to-pose and the drawings have no personality. I think this will be a show with a lot more visible draftsmanship and linework, and feel more old-school in a way. I'm excited to see what the bulk of the show looks like.

Ain't gonna happen, no artist has the motivation to do a full show of hand-drawn animation with a deadline. Ian will drop the hand-drawn gimmick after the second season just like SU dropped its transparent items.

Oh well, looks like this show will suffer from the same "A->B" animation style most animation shows suffer from.

If there's one thing Sleepycabin's Cory has taught me, it's that good animation should always follow Newton's laws of physics, and that there should be a noticeable bounce before ending otherwise fast motion (something absent from the first" scene" we see from the show in this video). Something we don't see here.

Steven Universe is "completely hand drawn" in the same way OK KO is, what Ian is saying is that instead of doing final inks like Steven Universe over the pencil animation, then coloring digitally (SU apparently is inked on paper too - they scan and composite and color digitally) OK KO is going to skip the pen inks and use the pencil animation as the final line. Meaning that the character outlines on the show are going to have a textured/rough quality. The actual animation fluidity/timing is prob going to be comparable to other Cartoon Network shows.

Animation skill isn't required, but is important depending on the show you're on and helps with clarity. There are plenty of instances where board artists straight up animate shots if they feel it's necessary.
Storyboarding is a big bulk of the animation pipeline and has gotten more complicated over the years, especially with the shift to them being done digitally. Don't get why people try to discredit that.

Why not do it by hand in flash and then just up the frame rate? There's no rule that says you have to make rigid stiff stuff in flash. People just do it cause they're lazy, but it's still the smartest route to go.

Now the show has to be a SpongeBob level breakout hit otherwise it'll get canned because it won't be able to sustain itself unless the network gets really generous and gives them like triple the budget of the other shows.

It's 2017. Nobody even has the equipment to do cel animation without involving computers, let alone the time or budget. You fuck up your layering? It's short because it's hand drawn. When this becomes a TV show its going to either be incredibly short, or we are going to end up with a lot of scenes where the characters are just standing around inside a store and talking. Like maybe 3/4s of every episode will be them standing around and the other 1/4 will be the hand drawn stuff being super fluid in fights or running scenes or whatever.
