Iron Man is one of the most popular heroes nowadays and yet his rogues in the comics are ass. Like the characters themselves are ass, their powers are ass, and their relation to Tony is ass

Teen Titans is like that too
Popular and well known team but in the comics they have the same 3-4 villains/groups that reappear and get worse with each rehash. then every writer tries writing a new one for some specific member and it ends up being terrible. And then that villain is never seen again.

Then you got your Shazam, Aquaman, Wonder Woman, Black Panther, Strange, etc where they have 2-3 good villains and everything else is terrible.

Then you got your Firestorms where the villain ends up being more well known and better than the hero (Killer Frost)

Then you got your Nightwings and Carols. They get a new villain every other day and haven't really managed to keep one in their books, and their arch enemies are more well known than they are (Slade and Mystique)

But yeah Iron Man is probably the worst if we count popularity

When you think about it, Batman's villains are kinda gay. They're only really useful against Batman. Pit them against basically anyone else and they basically are blown to hell. They're really interesting characters, but they all operate in such a small scope with the exception of R'as. I think one of the main problem with Iron Man's rogues gallery is that his villains are identities, not characters.
How many Crimson Dynamos have there been? How many Titanium Men? How many Firebrands? How many Spymasters? They're so generic that when one of them dies, or even when the old one is still alive but nobody cares, that writers just create a new one with the same name because it's basically the same thing. Other than their tech, there is nothing interesting or compelling about them as characters.
The only excpetions are the Mandarin and Madame Masque, and they really aren't that great.

Frank started out trying to make the Maggia pay for what happened to his family through legitimate means in Year One, investigating them on his own to gather incriminating evidence and whatnot because the authorities were obviously not much help.

They gang was annoyed that he wouldn't give up, and eventually hired a hitman (pre-scarred Jigsaw) to eliminate him and everyone else involved. Jigsaw murders Frank's reporter friend, and nearly kills Frank himself by planting a bomb in his house, which destroys it and everything in it. These events finally cause Frank to snap, and to take the law into his own hands as the Punisher.
