Upon making Ruberiot reveal Star's feelings to Marco, he put a big strain on their relationship, which almost works as a co-dependency more than anything. Star isn't the same without Marco and vice-versa, so them feeling off with each-other would only make their separation all the better.

Not only that though, but Ruberiot revealing the loss of the wand and glossaryck also put a "divide" between the people of Mewni and the Butterfly family. Such political instability grants the perfect opportunity for an attack.

Combined with Toffee pretty much being an omnipotent god now, the only thing he has to do is wait for the right time to take over Mewni. Truly, while everyone was playing 2D chess, Toffee was playing 7D chutes and ladders.

But now this point of the situation is not very predictable for Toffee as Marco is left behind without (what it seems like) any possible connections with Star. His parents are at least a bit protected by Marco (plus, surprise, he definetely got better in combat, probably has some skills from his 16 years journey). Etc.

I'm not sayng it's impossible, but in general: a possible fighting back from potential hostages, those hostages possibly don't have any value now, informing Star about capturing Marco could be pain in the ass and again - potentially useless, some probably undiscovered surprises for Toffee (like Scissors or some Marco new skills)... See, too much "probably" and "possibly" for Toffee.
And again - taking Marco to Mewni is also not a solution. If he's safe, Toffee can catch his parents. If they are safe - then friends or other relatives, etc. In that case Toffee would always have a target. But current situation brings him enough uncertainty to at least temporary slow him down and fuck up his plans

It's not that hard, really. One big problem with Marco and Jackie's relationship is that they really don't get each other. They were out of sync in Just Friends, Marco couldn't tell what was on Jackie's mind in Starcrushed, and in that same episode Jackie dismissed Marco's worry about Star as "having a Marco moment". There's a lack of deeper understanding there, which will hurt the relationship. Another thing is that Marco seems to value Star over Jackie. In Bon Bon, he rushed to her side to help her, and only went back to Jackie after he was sure she was okay. Same thing happened in Just Friends as well. Starcrushed has the worst example, with Marco leaving Jackie standing there to go talk to Star without so much as a "Hang on."

Yet another thing is how Star's confession will effect Marco and Jackie's relationship. Jackie was visibly upset and shocked by the confession, she probably didn't even see it coming. Now, she's going to look over all those past events with a new perspective. Plus, Marco's mind will be on Star for the next couple of months, especially since we already know the events of Starcrushed have left him in a state of depression. So there will be resentment there as Marco continues to focus on Star. This resentment will only expand when Marco ditches their Summer plans to chase after Star. Finally, to be honest? Marco and Jackie just don't seem to do much together. They went on a date in Bon Bon, Jackie was invited to the concert by Star in Just Friends, and they were at the party together in Starcrushed and...that's it. Unless there was some off-screen stuff, Marco and Jackie have only really been together three times, and one of them was only because of Star. So there's that to consider.

Toffee seems to know more about the wand than anyone other than Glossy.
Ludo after being broken by the wilderness fits that to a T, and Toffee specifically went to Ludo to be hired, and Ludo was saved from Star's banishment thing by a green pewpew, which Toffee, being the 2nd wand half, would now be capable of. And if Wand!Toffee was capable of doing that, he's certainly capable of hiding himself until he was ready to be found by Ludo.
Ludo wants to be better than Star, and Star didn't really take Ludo very seriously before BBtBC, so being confronted with post-LitW, she wasn't ready.
And getting Ludo to open to Eclipsa's chapter was literally as easy as telling Ludo that Star has already seen it.

It seems to fall into place pretty well, just knowing about Star and Ludo's character is all he really needed to get this far.

At least him moving into the wand kind of makes sense to me, from a Non-Scientific Fantasy World perspective.

He's immortal and so that covers not just his physical body but his consciousness as well. When his body is destroyed the consciousness lives on-- possibly helped by the fact that he placed his finger in the wand before detonation (that seems to have happened anyway, going by a specific close-up of his expression as the lid closes). Either the wand now registers as his new body based on his finger being implanted into it before his physical "death," or the hand that regenerated around the wand was really controlling it the whole time-- though the crystal's already glowing green before it connects to the bone, and it lights up to signal Ludo's possession. So maybe the former's closer.

Seems to me that, somehow, he knew his finger would be in one half and his consciousness in the other, connected to both wands. It's still not that clear but makes a little more sense than everything just falling into place re: Ludo finding it.
