It's because of their RPG roles. Steven is basically just the Healer/White Mage, so has to be made of paper along with Greg (Who appears to be a Bard Support).

It looks like it's using a Row's battle feature of sorts, where traditionally the Mage's and Supports with the low health are in the back with their tiny health pools, while the Attack classes stand up front and take the brunt of the damage, requiring more health.

OC Fusion's would be too much, but there were OC Gem's in that music runner game they did. The thing was it just limited you to picking a Ruby, Pearl, or Amethyst base that you just recoloured and gave a different hairstyle to, so it was still limited.
