It's just the storyboarders being hacks. Not only they changed everyone from having decent proportions to being a bobblehead, but for Steven in particular they're also having the voice actor talk in an annoying shrill voice.
And the worst offender is the episode in the pic. In the middle of a really tense story arc they slapped in a nonsensical townie episode where Steven just hangs out with these random quirky kids and acts like a complete moron, costantly saying things out loud.

I don't know if it was ever the plan (since her first appearance has her sent to St. O's and then her last that season is her being rescued, it almost seems like they first included her just to give Star a non-Marco friend to save), but advertising/merchandise like that book seems to treat her like she's one. Nefcy considers her role in the second season "a big part," I guess compared to the first, even though she only had like 5 or 6 appearances out of 41 segments and didn't actually do anything of significance.
