In the comics? He's had a lot of failed revamps to try and keep him relevant (because writers somehow think he needs to be edgy or modern to be fun) and he's struggled ever since Batman plots became less about crime and more about murders. He was a big deal in the past, but everybody was.

But you can't discount Frank Gorshin's interpretation. He was a match for Batman in every way, just as much of a nemesis as Joker was hyped to be later. It's easy to forget that Joker wasn't always considered ten times better than the rest of the Rogues' Gallery.

Maybe it's because at his core Batman is a man fighting against death. Crime for Batman is murder: his first encounter with crime was watching his parents get gunned down before his eyes.

Think about Batman's methods for a moment, or the fact that in the most iconic of Batman stories he declares that both he and Superman are criminals, and always have been. Superheroes act outside the law, because the law has become more concerned with property than with life. Batman's villains don't end up in Blackgate very often, rather they end up in Arkham. This isn't actually because they're "insane" so much as Batman values all life, even theirs and doesn't trust the criminal justice system to actual preserve life. It's why Batman doesn't kill, and it's why the best Batman stories are about Batman struggling against death and mortality itself.

Batman doesn't fight crime, Batman fights death. So it's no surprise that his greatest villains are murderers because murder is the only crime Batman really cares about.

Honestly, character wise, Bane was the biggest drop of the ball ever. His entire gimmick was meant to be that he was an evil reflection of Batman, someone that both equals him in intelligence and strength.

But he just never caught on, whether it's because nobody was interested in him from the get go or he just didn't have any great stories for people to be interested in.

Batman's got loads of evil reflections, Bane just didn't have much of a gimmick to go on for Batman stories that weren't BIG EVENTS. They still tried to keep him relevant, but it was really only after they separated him from being Batman-back-breaker that he gained a real identity.

The joker is overhyped as fuck. Every single one of batman's A and B tier rogues can do what he does. Many are just as crazy or even crazier and just as well equipped. Hell, Anarchy was pretty much the joker in beware the batman.

If I were to pick a villain to become an overhyped mess like the joker, I'd pick Prometheus, Owlman or Mothman. Characters who were designed from the ground up to literally be reverse batman and could easily become nemesis with completely different emphasis. Prometheus has an anti-justice boner due to the death of his parents at the hands of cops, Mothman is literally a reverse batman in that villains call him in to save them from batman and Owlman is literally Evil Bruce.

If DC had balls, Batman's greatest villain would be a Batman clone that actually kills villains.

Duality. A fallen hero with good buried inside him. Someone that Batman would probably actively be trying to recuperate more so than the other villains, given a past history together and all that jazz. The knowledge that Dent won't always do wrong because the coin's not always going to land scarred side up.

I don't know if I'd buy it until I saw it done well but I can definitely understand why they'd be able to make a case for Dent to be this recurring villain that Bruce really, deeply wants to save from himself.

Imagine if having worked with Batman in his early years while still a DA, Harvey Dent actually knew his identity but was keeping that information hidden from the Two-Face persona, and would occasionally surface to inform Bruce of shit that's going on in the gangland underworld or whatnot.

If you were revamping for a new continuity or a show or something, Hush would absolutely make a great archnemesis. Right now he doesnt have the stories to back him up, but the concept of Hush is absolutely solid for building up a proper archnemesis to both Bruce and Batman.

Also, he's cheap to do for a TV show budget or something, so maybe one day, fingers crossed.

I've always thought that Scarecrow had much more potential for the status as he's the first "modern" Batman archenemy ever made and thematically he's a great mirror to Batman.
Joker only got the push post-Todd/TKJ, before then he was never thought of as a real threat.
They tried to push Bane as "his greatest arch ever" not too long ago, but we all know how much that fizzled.
All in all the gallery is too large to place too much significance on any one enemy.
And Batman defies categorization, so how can any single villain match him?
