I think they'd develop but they'd be stunted without Shiro to 'complete' them. Give him some flaws to show he needs the team too, and help them all build together.

The thing I believe is that Shiro won't be 'present' so to speak in S3 and onwards.
He'll be in the episodes but it'll be in pre-kerebos flashbacks if we're lucky.
Josh commented that Shiro is going through some trauma but keeps it to himself to appear strong to the team, and I've noticed that Keith puts him on a pedestal. He doesn't want to disappoint Shiro. This is something his loneliness is affecting since he doesn't want Shiro to leave him because of doing or saying something Shiro won't agree with.

After Keith grows, as well as the others, and once Shiro returns from wherever he is, the team will start to finally be a team.
Buuuut, I don't know if they'll have Shiro being a part of the team anymore considering Allura will take over blue, and Lance possibly red.

Lance is a good kid, but he needs to be broken down so he can be built back up stronger. He can only be the team babby for so long. Season 3 will probably be his time to come into his own as he undergoes a competence boost and accepts Keith as the new leader.
