There was some kinda dull politic stuff, and Oliver decided to throw Green Arrow under the bus to save his job. Vigilante tried to kill Oliver, but was stopped multiple times - the 2nd thanks to T-Spheres from Curtis. Thea decided to quit the job, as she was becoming cold-hearted and cruel. Curtis' husband served him with divorce papers, Wild Dog was useless as usual, and Adrian was revealed to be Prometheus after a short fight with Vigilante.

Claybourne is Vigilante. He hated his father and wanted to be the one to kill him. The Hood killed his father and inspired him to take up the Vigilante identity and take his "heroism" to the same extremes as The Hood did.

Adrian Chase is Prometheus because he lost someone (the girl Oliver tried to pickup) due to The Undertaking. Blaming Oliver for that person's death and feeling alone, he wants to drive Oliver into that same isolation he now feels. Malcom is presumed dead so he can't go after him and Thea held no responsibility in being able to stop it. He remarried to help him go undercover as the DA and his new wife may also hate Oliver for similar reasons as a mini plot twist when she gets involved. Adrian wants to push him back to becoming the dark persona of the Hood to repent rather than the optimistic Green Arrow.

The only reason I can think of Adrian Chase revealing the cover up is because he is trying to push Oliver back into his darker side by letting himself be thrown under the bus.

No I mean Prometheus is shown initially hinting that he wants to take revenge on the person who killed Claiborne. IIRC in season 3 Roy Harper is announced as the arrow to the world when he is arrested and his death faked
