Because Secret Wars I ended in April of 1985 and Secret Wars II started in July of 1985. Marvel then ran Mutant Massacre in 1986 and started making sure at least one crossover was being published, if not launched, every year up until they went bankrupt.

Marvel does need an editorial staff that values discipline and professionalism, but Shooter? He's insane.
