Just as the 2012, really. The difference being that the former was entertaining to see due to how far he took his obsession with the turtles. The latter was just kind of pathetic in his madness to the point where Leo beheading him was putting him out of his misery.

He did nothing that Splinter didn't do.

Plus, he took unloved and troubled teenagers and gave them discipline and structure. That's unbelievably hard to do, and incredibly useful for society. The only reason he was a bad guy is he used those skills for crime. Open a dojo and Shredder becomes a successful businessman instead of supervillain.
